If a starship captain is the heart and soul of Starfleet, than Starfleet Command is the head. Headquartered in the bay city of San Francisco on Earth (Terra), Starfleet Command (SFC) gives the direction and sets the tone for all of Starfleet. SFC is made up of several officers, each bringing their unique qualities to the table. While the job may not be as exciting as that of a starship captain, it is no less important.
